National Medical Commission withdraws medical education standards regulations, retains annual disclosure requirement

The National Medical Commission (NMC) has withdrawn the Maintenance of Standards of Medical Education Regulations, 2023, with immediate effect, removing the specific framework that prescribed penalties for non-compliance by medical colleges.

Introduced in September 2023, the regulations required colleges to disclose information on infrastructure, faculty strength and clinical training facilities. They also allowed penalties of up to ₹1 crore per violation for medical institutions and ₹5 lakh for faculty members or administrators submitting false declarations, alongside measures such as admission restrictions and withdrawal of accreditation.

However, colleges must continue submitting Annual Disclosure Reports (ADR) under the National Medical Commission Act, 2019. The ADR allows the NMC’s undergraduate and postgraduate medical education boards to assess whether a college meets prescribed standards by reviewing its infrastructure, qualified faculty, clinical training facilities, teaching methods, student assessment systems and student feedback.
